It's scanned from a magazine. The Efrons had to provide it for publication, so they placed it in the public domain. There are more recent photos of Dad David, attending a Broadway show with Zac and Dylan, and visiting the CStC set; these are paparazzi shots.
I wasn't talking about that picture. There was one below it, but she's edited her post now.
I know where the one of Zac & David is from, I saw it years ago. And I know about the recent pictures. I don't need to be told about those.
