Partly. At some film festivals, hotel ballrooms and that kind of thing are set up to show movies, but mostly they use existing theaters where the facilities are already available, because they need big screens and theater-quality projectors. If you have seen Entourage, in one of the episodes the guys attend a film festival in Colorado (where they meet director James Cameron).
