STEP 1
Duplicate your base layer, set it to screen.
*use whatever opacity fits your image.

STEP 2
Make a new photo filter layer.
Choose 'Cooling Filter 82.'

STEP 3
Make a new selective color layer.
REDS: -100, 0, -66, 0
YELLOWS: -60, 0, 0, 0
GREENS: -100, -100, -100, -100
BLUES: +100, +100, +100, +100
WHITES: +57, 0, -10, 0
NEUTRALS: +2, 0, +7, 0
