Because Zac came just once in Italy (in 2006 for the HS premier with Nikki), and just in Rome.
Now, Italy is not as huge as US, but still, Rome is 6 hours from where i live AND in 2006 i was 15.
My mom would have never "wasted" her time to take me to the Hairspray premier...
AND it hadn't been an italian 17 Again premier...

Zac has never been to Brazil, at least not for a premiere..I mean, he came here once, but he spent the entire vacation in a private island, so we couldn't see him :-(
