go to image>adjustments>channel mixer

next go to image>adjustments>selective coloring

reds:

take the brush tool and make it as big as the face/as big as you want
set the color to white
set the opacity to 10%
set the hardness to 0%
click where you want it to be lighter colored (i did mine at the bottom right corner of her face)
