Well Stella isn't even a teenager and she actually does wear a lot of make-up from pictures I've seen and does dress older then her age at times. She should be allowed to because she isn't living her life in the public eye, she's just a kid having fun and growing up. She isn't an example to anyone and she probably doesn't want to be because she's still growing, going through changes and trying new things.
