Who cares? lol. HSM is for kids, it's Disney, it's not exactly like 'I love you' has a big significance in the boyfriend/girlfriend sense. They have a weird, 'all smiley, all happy' kind of relationship.

Because movies for little kids, especially HSM-like movies, aren't big with the boyfriend-girlfriend love expression. They tend to focus on feel-good family themes like 'your true friends are the ones who stand by you' and 'team work rocks!' or 'happy families' lol.

Having Troy and Gabby say 'I love you' would just be insignificant. I can see why older Zanessa fans might be interested to see such a scene though
